How about this:
Telepathy is only used to communicate between species that have hive mentalities. Without telepathy their society would be chaos. Telepathy is used as a way of giving orders, and does not extend to other races outside of the hive-minded species.
That's really the only reason we would have to use telepathy at all, and we should limit it so that the creatures can only communicate between their own species and nothing else.
I think that it's simple enough and covers the whole reason why telepathy came up in the first place.

That sounds good.
Just wanted to say this: If you could actually make a device that picked up brain waves and translated them into words and images, the farthest you could get is some general emotions. Even thoughts as complex as 2+2=4 wouldn't come out coherently, just as a weird mix of slight satisfaction, repetitiveness, and maybe some boredom.
But that's only applying to human thoughts...

And since we are only human, we might as well think reasonably that we cannot try to outdo our own comprehension, so let's stick with what we know.
Otherwise, it will only make things less comprehensible for everyone else.
