So how long should each arc be? I do like the idea of not starting with much established, that we slowly grow. It gives the impression that all our civilisations are new to the galactic scene and on equal standing, give or take a few decades. well, some civilizations would be pretty well established, and just hadn't run into any of the player's races.

I'm under the impression that all of the previous member races of the galaxy have slowly faded out of the scene by now, so that they may be mentioned, but rarely seen. Except for more persitent races, like the Photos apparently.

I think you just want your species to have the upper hand. I agree with starting out on equal footing, as Josasa says.

Yet he has been fighting against starting from scratch. The evidence says what it says. And he does need to learn to write correctly, and that lack of capitalization burns the eyes.

Yes.
I was talking more about on an individual species' civilization. they wouldn't all have the same technologies or level of development. I don't mean some should be overpowered and better than others, but some are .
In my case, for example, the Graidient (should I chose to use them) would be lower tech in most areas than most races especially weapons (read: they have no weapons) , due to the lack of need.
